Construction project managers (CPMs) in Singapore have traditionally lacked sufficient authority. However, given the ongoing digital transformation in the construction industry, notable changes are taking place. CPMs are required to develop new skills and take on a more critical managerial role. Given this shift, organizations and individuals are uncertain about the competencies needed in the new era. Therefore, the main objective of this study is to create a competency model for CPMs that is specifically tailored to the Singapore construction industry. To achieve this, the study used a mixed-method approach, which involved conducting a focus-group survey using the Delphi method and analyzing job advertisements through data mining. The results revealed a discrepancy between employee perception and employer expectations regarding critical CPM competencies. Specifically, organizations are preparing for the digital upgrade and seeking a more strategic role from CPMs in addition to traditional project management skills. This indicates a need for more general management courses for CPM training in Singapore.
